I read this article and though it was fortunate that the writer, author and polymath Satyajit Das, hadn’t been dealing with his council. No doubt a greater attempt would have been made to feign ‘one stop’ service but if it was anything but a simple matter, he would have come across the same dysfunction. His acuity is evident in his analysis.

Das’s dealings with his bank highlighted how the quest for efficiency and lower costs has achieved the opposite result. This is a recurring theme in the writings of John Seddon about the public sector. Das lists six sources of ‘unproductive and inefficient’ failures that he believes are now common in many organisations.

  1. Tasks have been fragmented across different locations and the simplest activity is now complicated.
  2. There is no continuity. ‘One person is not accountable for the complete activity. Workers lack any idea of how what they are doing, or not doing, affects the whole process overall’.
  3. Staff lack the skills and knowledge required.
  4. Performance measurement has lowered, rather than improved, performance. Staff actions detract from results instead of helping achieve them.
  5. Leadership is lacking in ‘domain knowledge’ (i.e. valid knowledge in a particular area).
  6. There is a tendency to see history as old and irrelevant. The latest technological wizardry is the best solution to any problem. Valuable lessons from the past are routinely ignored.

187 – A high functioning Executive. What would it take?

This is a question I was asked recently by a reader. Having read several posts critical of the behaviour of the Executive (What can a culture survey, an organisational self assessment, and your Executive’s risk appetite tell you?, The Executive. What exactly is their role? , Does your Executive suffer from altitude sickness?, and The Executive: filters, traffic controllers or drivers? ) she wanted to know whether I had a solution. Knowing that it is easier to be critical than creative, I cast my mind to thinking about the nature of the problem and some potential solutions.

I think the starting point is to understand the problem. In a nutshell, I think the following issues illustrate the problem:

  1. The Executive is overloaded with the small stuff handed to them by councillors (not the council). Much of it has to do with the personal idiosyncrasies of councillors and behaviours arising from their inability to work together as a group. It is dysfunctional, urgent and produces little value for the community. There are better ways for potholes to be reported.
  2. The Executive has to deal with high level relations with external organisations and strategic external pressures. These are often CEO to CEO relationships and cannot be readily delegated.
  3. The Executive is not putting enough time and effort into leading the organisation. Their focus on councillors and the external environment takes most of their time and energy. At the same time, they worry about problems 1 and 2 being made worse so they try to control organisational communication and decision making. When this is done ‘efficiently’ by time poor leaders it drives dysfunctional management behaviours.
  4. The Executive operates independently of managers and participates in the Senior Management Team (SMT) episodically. There is frequently no genuine and continuous engagement with the SMT in strategy and decision making. Managers are included in decision making when it suits the Executive – which is usually when they have the time and energy to do it. Managers are effectively isolated from information and the strategy decisions being made continuously by the Executive.

142 – A question. If I was the CEO what would I do? Answer: Focus the change effort.

I am sure being a CEO isn’t easy. The political environment in Australia is difficult and even more so in local government where the politicians are unpaid and not supported by political parties. There are many other pressures from the external environment – i.e. changing State government legislated responsibilities and increasing oversight of council operations; contentious urban growth and renewal planning decisions; inadequate State services for transport, education and health; and changing community expectations of service. So, if it was me, what would I do?

To begin I would not let the limitations and problems of the political and external environments dominate my management of the organisation. They are both urgent and sometimes important. However, they are not easily influenced and can take all of top management’s time and energy for little return. By all means be engaged and influence where you can but my approach would be to put my effort where no one else can and where I will get the best return.

By doing this, I think there would also be an improvement in the political environment and a stronger position to tackle the external pressures.

What do I mean? I would get my house in order. I would ensure that the resources at my disposal are used to create the maximum value for the community that has provided them. My goal would be for every ratepayer and resident to love living in my municipality. They would love it so much that they would tell all of their friends about it. They would offer to pay more for the services that they or their neighbours need. Every day social media would have stories of the great experiences people have had dealing with the council and the surprisingly good value they received.

Expectations would be met for basic service and exceeded where the value is visible and appreciated. This is the value capture that Sayan Chatterjee  talks about – councils don’t want people to value the services they provide and to offer to pay more so that the council can make a profit. Councils are not in that business. Instead, councils want them to be loyal customers who enjoy the value they get from paying their taxes. That enjoyment and loyalty is the value capture.

I wouldn’t ignore the outside world but I would want to be leading an organisation that redefines community expectations and delivers outstanding value. Here is how I would do that in order.

  1. Provide a more inclusive and less autocratic management style that suits local government culture and organisations expected to work that way with their customers.
  2. Set clear strategy – who are/are not customers; what service will/will not be provided to them; and how will it be done efficiently using available resources.
  3. Improve the customer focus by putting customers first (I mean really putting them first, not just saying it) through understanding the value they expect and designing services to provide it within available resources, now and in the long-term.
  4. Create better processes to make decisions and delegate more decision making and empower staff throughout the organisation so that more decisions are made and faster.
  5. Establish greater accountability by setting expectations and measuring performance so that feedback is provided to support achievement and create a performance-orientated culture.
  6. Focus innovation on areas of the organisation where significant change is required and set up systems to so that everyone continuously improves.
  7. Simplify the complexity inherent in local government by identifying and eliminating process constraints that have developed over time.
  8. Focus on productivity by ‘unlocking’ the capacity of people and resources to ensure that the required services are being provided as efficiently as possible.

I have been told (by a CEO) that a world where ratepayers and residents enjoy the value they get for the taxes is unrealistic and unachievable.  If that is what our leaders think, what hope is there?

I have used an image of a boat builder for a reason. I have a relative who owns and builds wooden sailing boats. After talking to him, I think that leading an organisation is a lot like building a boat. You need to design the boat to optimise the performance required – does it have to be safe in all conditions, will it have to make fast passages, or will it carry burdensome loads? One boat can’t do them all.

Then materials must be selected and the builder needs to understand the properties of those materials – how they are worked to make the boat, how they will perform under load, how they will fail, and how they can be repaired.

A boat must be made with care. There is a right and a wrong way to do it, and doing it the wrong way could lead to failure and loss of life. Finally, the boat needs to be beautiful.

This is an important point for local government.  In the same way that there is no joy in building or owning an ugly boat, success in local government must also include a sense of pride and achievement in having contributed to something worthwhile.

It has been a while since I posted but I couldn’t resist this topic. I appreciate the views put forward by Lancing Farrell and they have merit. But, from my point of view it is obvious why councils are different and should remain different.

Councils need different capabilities to serve their communities. These capabilities have often been developed over time in response to drivers evident to community leaders. For example, provide excellent customer service in delivering basic services to an affluent and demanding community; be able to build new infrastructure quickly and well to meet the needs of a rapidly growing peri-urban council – with limited resources; make sure that ageing facilities are cared for to protect their cultural values in a heritage place.

108 – Melbourne City Council: Organisational Capability Review, May 2015.

The public release of this critical report has been something of a surprise. Commissioned in March 2015 and released in May, the report prepared by Jude Munro, Dr Bronte Adams and Steve Parker has looked at three key capabilities; leadership, strategy and delivery. Each has been rated on a four point scale for several elements. Out of the ten attributes rated, six were seen as a ’development area’ and one as a ‘serious concern’. The remaining three were seen as ‘well placed’ and none were seen as ‘strong’ (p.14). So what does this mean?

Its intention is to provide a forward looking, whole of organisation review that assesses an organisation’s ability to meet future objectives and challenges.

98 – Is your organisation an echosystem? How would you know, … know, … know?

The scream

Does everything seem to echo around? Messages are usually heard when they reverberate off distant walls? Management decisions are revisited regularly – ‘Hasn’t a decision been made on that already?’ Worse still are the matters that keep coming up, decisions aren’t made and they keep going up and down the organisational hierarchy. Perhaps your echosystem is afflicted by re-managing.

I suppose you are thinking what is ‘re-managing’. I didn’t invent the term. I have borrowed it from Managing the White Space by Geary Rummler and Alan Brache. They use it to describe the behaviour of senior managers when they re-manage the work already carried out by the managers below them. In local government the senior managers are typically Directors or Group Managers. You may ask why they find the need to do this. After all, haven’t they got more ‘strategic’ work to do? 41 – ‘Where does the customer fit into a service operation?’ A brief discussion of the work of Richard B. Chase.

In 1978 Richard B. Chase published his paper Where does the customer fit into a service operation? John Seddon says this article began the separation of front and back office operations; something that he believes has created many problems in public sector service delivery today. Maybe he is right. But when you read the article, what Chase is advocating makes sense and I can’t help thinking that it isn’t necessarily a bad idea, rather it is an idea that has been used badly.

Chase is an operations manager. By 1978 he had already co-authored a popular operations management text. He starts his paper stating that a manager needs to understand the ‘operating characteristics that set one service system apart from another’ in order to make improvements. Continue reading

33 – Developing an organisational performance measurement system. Some ideas.

I have been thumbing through ‘Improving Performance – How to Manage the White Space on the Organisation Chart’ by Geary A. Rummler and Alan P. Brache, in particular the chapter about performance measurement. In it they describe measurement is the single greatest determinant of an organisation’s effectiveness as a system, and as the primary tool for ‘communicating direction, establishing accountability, defining roles, allocating resources, monitoring/evaluating performance, and taking improvement action’.

I haven’t seen a local government that has actively used performance measurement this way. Instead, it tends to be driven by external accountability requirements. We use the performance measurement that we do to convince others that we are doing what we should. Continue reading

22 – High performance in local government. Part 1 – What could it look like?

I think this is a good question. In fact, a very good question. People often talk about ‘best practice’ and ‘performance improvement’ without ever describing how it relates to high performance and what it would look like if it was achieved. Interestingly, the Australian Government Public Service Commission recently published on high performance organisations. This indicates that high performance is becoming a topical issue for the public sector.

As a methodology for describing a high performance local government organisation (HPLOGO) I have used Andre de Waal’s paper ‘The Characteristics of a high performance organisation’ and selected my ‘top 3’ characteristics for each of the 8 elements he describes in the HPO framework. These are the main characteristics that I believe would be present in a HPLOGO. More importantly, this is where I think you should start if you want to create one.   I have limited myself to 24 actions because it is probably already too many. To help act on this idea I have written each characteristic as an action.

To begin, it is important to understand the framework developed by de Waal. I have reproduced it below.

HPO framework

The idea is that the elements influence the degree to which members of the organisation will exhibit performance driven behaviour, which in turn determines whether it is a HPO. Here goes.


Organisational design

  1. Simplify and flatten the organisation by reducing boundaries and barriers between and around units.
  2. Stimulate cross-functional and cross-organisational collaboration by making team work and collaboration the top priority for management.
  3. Immediately realign the organisation with changing internal and external circumstances by setting up an adaptable business model.

What characteristics didn’t get a mention? Foster organisation-wide sharing of information, knowledge and best practices. Not because I don’t think it is important, but it would come next.

Strategy

  1. Align strategy, goals and objectives with the demands of the external environment.
  2. Provide clarity and a common understanding of the organisation’s direction and strategy.
  3. Create a strong vision that excites and challenges based on a ‘big idea’.

What characteristics didn’t get a mention? Lots. Again, this was not because I don’t think it is important. They would come next:

  • Set clear, ambitious, measurable and achievable goals.
  • Balance the long-term and short-term focus.
  • Adopt a strategy that sets the organisation apart (I think this is less relevant in local government).

Process management

  1. Continuously optimise processes by connecting the entire value chain.
  2. Continuously simplify and improve all organisational processes to improve responsiveness and eliminate unnecessary work.
  3. Deploy resources effectively to activities that create value.

What characteristics didn’t get a mention? Lots again:

  • Measure what matters.
  • Create highly interactive internal communication.
  • Report the financial and non-financial information needed to drive improvement to everyone.
  • Strive to be a best practice organisation.
  • Continuously innovate processes and services.

Technology

  1. Apply user-friendly ICT tools to increase usage.
  2. Implement flexible ICT systems.

What characteristics didn’t get a mention? None.

Leadership*

  1. Commit to the organisation for the long haul and balance common purpose with self-interest.
  2. Live with integrity and lead by example.
  3. Hold people responsible for results and be decisive about non-performers.
  4. Apply decisive, action-focused decision-making.

I couldn’t pick just 3!

What characteristics didn’t get a mention?

  • Set high standards and stretch goals.
  • Maintain trust relationships with people at all levels in the organisation.
  • Allow experiments and mistakes.
  • Develop an effective, focused and strong management style.
  • Assemble a diverse and complementary management team and workforce.
  • Grow leaders from within.

Individuals and roles

  1. Align employee behaviour and values with organisational values and direction.
  2. Engage and involve the workforce.
  3. Create a learning organisation by continuously investing in training.

  • Create a safe and secure workplace (I have assumed that this is a given)

  • Attract exceptional people with a can-do attitude who fit the culture.

  2. Develop and maintain a performance driven culture by fighting inertia and complacency.
  3. Create a culture of transparency, openness and trust through shared understanding, by sharing information, and fostering informality.

  • Create a shared identify and sense of community.

External orientation

  1. Continuously strive to enhance customer value creation.
  2. Grow through partnerships and being part of a value-creating network.
  3. Maintain good and long-term relationships with all stakeholders.

  • Monitor the environment and respond to shifts and opportunities.
  • Only enter new activities that complement the organisation’s strengths.

You can probably see a pattern emerging. My focus in creating a HPLOGO would be on value creation, systems and processes, integration and alignment, measurement and accountability, the short and the long term, and engagement and trust.
